It's understood that the DoVA reviews 1000s of records and unfortunate oversights (or errors) shall occur, but obvious oversights mean that the DoVA D-RAS didn't review the EMRs with supplemental medical documentation period. In retrospect, upon the receipt of the DoD IDES IPEB findings, it was error-filled and showed obvious lack of attention to detail when they reviewed my AHLTA notes within the electronic medical records (EMR) system and supplemental MEB appeal processed medical documentation. Based upon the DoVA rating results of some medical conditions, my 1-page IMR memo with a 22-page enclosure (objective medical evidence), and a 7-page MEB Soldier's appeal with a 57-page enclosure (objective medical evidence) probably were not reviewed by the D-RAS during the PEB's VA rating phase. To that extent, it's to your extreme benefit to get the medical conditions initially annotated correctly while within the MEB phase. So, the two extreme unjustifiably written C&P Exam reports will be (and were) seen by the D-RAS during the PEB's VA rating phase. Having prior knowledge of the C&P Exam physician's negative subjective opinions via receipt of the VA C&P Exam results, I was able to compile my objective medical evidence for potential submittal of an IMR and follow-on MEB Soldier's Appeal.įortunately, I was successful in my MEB Appeal and the "incorrectly" diagnosed condition was changed and then annotated as "medically unacceptable." Unfortunately, I was not able to reschedule the two C&P Exams because "IDES processing requirement timelines" apparently had higher priority. My very unpleasant VA C&P Exam experiences resulted in requesting an IMR and MEB Appeal for a condition which was intentionally misdiagnosed by VA and deemed medically acceptable by the MEB physician. He determined from that that I am faking my illness. He only spoke with me for ~20 minutes and had me take a test, which I apparently scored too high on. I am in the process of writing a statement, but am worried that everything is going to go to hell because of what this guy said. Since then, my psychologist, my psychiatrist, and the department head at the mental health clinic have seperately diagnosed me with Bipolar disorder, OCD, and an eating disorder. He diagnosed me with bipolar, and (eventually, with my consent) sent a letter to my command stating that I had the illness and that I needed to see psychiatric treatment. As of September 2012, I've seen a two counselors out in town (I did not want the Navy to find out I was seeking counseling at the time), one of which was capable of diagnosing psychiatric conditions. He also claimed that people involved on the Navy and civilian side of things have "Unreliable opinions" of my mental health condition. To summarize the contents, the VA doc stated that I was feigning illness and malingering. Everything was going smoothly, and today I found the results for my VA Psych C&P. I started my PEB in March for OCD, Bipolar II, and an eating disorder.
